					<yandex:full-text>&lt;p&gt;On 12 June  2010  ANO “Coordination   Center for ccTLD .RU”  received a letter from the Federal Service for Supervision in the Sphere of  Communication, Information Technology and Mass Media (Roskomnadzor) with the  information on a recent dramatic increase in the number of applications for  registration of electronic media. In particular, it was noted that while in  April 2010 Roskomnadzor received just three such applications for registration  of electronic media, there were 36   in May and 900- in June 2010. Meanwhile, in most cases the  applications contain names of mass media consisting of commonly used words,  such as,  êíèãè (books).ðô, öâåòû (flowers).ðô, ñòðîèòåëüñòâî  (house building).ðô,  among others.&lt;br /&gt;
  &lt;br /&gt;
  Roskomnadzor assumes that the surge in the number  of such applications is due to the coming into effect of the Procedures on sunrise  period for domain names registration in ccTLD .ÐÔ, which has become effective for  certain categories of registrants (hereinafter referred to as ”Procedures”). The  agency suggests that applicants who register mass media with commonly used names  pursue the goal of acquiring, during the sunrise  period, domain names which correspond to respective  mass media names for their dishonest use, including downstream resale.  &lt;br /&gt;
  &lt;br /&gt;
  In order  to preclude registration of the most popular domain names by way of “conveyer”  registration of mass media, Roskomnadzor has resorted to the Coordination Center  for ccTLD .RU with a request to introduce amendments into the Procedures.&lt;/p&gt;
&lt;p&gt;While fully  sharing Roskomnadzor’s concerns, the Coordination   Center has conducted  consultations with representatives of the Ministry of Telecommunications and  Mass Media and Roskomnadzor. Consequently, the CC Board was proposed to  introduce amendments to the Procedures with regard to mass media. The CC Board is  currently looking into a possibility of introducing amendments to the Procedures  regarding adopting an additional criterion for those mass media which may  submit applications for the sunrise period. According to the proposed  provisions of the procedures, it will solely be those mass media which were  registered prior to 12 May 2010 (the date when the Procedures took effect (i.e.  not later than 11 May 2010) that may submit applications for the sunrise period.  In order to secure the rights of scrupulous registrants’rights, the amendments shall  be introduced prior to the sunrise period, i.e. 15 July 2010. &lt;br /&gt;
&lt;br /&gt;
  The issue  was put to a vote before the CC Board:&lt;/p&gt;
&lt;ol&gt;
  &lt;li&gt;To  formulate clause 1.4.5 of the Procedures on sunrise period of domain names  registration in ccTLD .ÐÔ  for certain categories of registrants as follows&lt;br /&gt;
    “Founders of mass media registered prior to 12 May  2010 following the procedure set forth by the law of the Russian Federation whose product is intended for  dissemination in the territory of the Russian Federation.”&lt;br /&gt;
    &lt;br /&gt;
  &lt;/li&gt;
  &lt;li&gt;To make  amendments to the Procedures of sunrise period of domain names registration in  ccTLD .ÐÔ  for certain categories of registrants starting effective as of 15 July 2010.&lt;/li&gt;
&lt;/ol&gt;
&lt;p&gt;The vote will  take place on 13 June 2010, and its outcome will be announced in an additional  comment.&lt;/p&gt;

					<yandex:full-text>&lt;p&gt;The ICANN 38  International Meeting has left this question unanswered. Debates on a separate  specialized zone which should become home to all porno sites have been long  underway. However this year ICANN has made a far reaching announcement. As  early as in 2005 the ICM registry became a pick for the .XXX sponsored  top-level domain as a potential community site for the adult entertainment  industry. According to the ICANN‘s assessment, the registry fully met the  criteria set forth for sponsorship of top-level domains. Later, the ICANN  revoked the decision. But having reviewed the ICM application, the Independent  Review Panel (IRP) confirmed the legitimacy and validity of submitted documents.  The ICANN Board meeting held in Brussels  last week unambiguously confirmed the validity of the IRP’s findings. But, sure  enough, the issue is more tricky as it might seem. Today, the ICANN will have  to run another review of the ICM to ensure that it complies with requirements  to TLD sponsors. More specifically, it is necessary to ensure that the ICM is  financially viable to support a top-level domain: since 2005 the financial  situation of the company might have significantly changed.  &lt;/p&gt;
&lt;p&gt; If everything  is sound then at this stage, before the application for the .XXX sponsorship is  approved, the ICANN will have to hold preliminary discussions with the  Governmental Advisory Committee (GAC). It is only after they are over that the  final decision will be taken regarding appropriateness of endorsement of the  application l.&lt;br /&gt;
  The GAC in its  turn harbors some doubts about the delegation of the domain .XXX. However Peter  Dengate Thrush, the Chairman of the ICANN Board, has announced at the ICANN 38  International Meeting in Brussels  that the Board has the right to disregard the GAC’s opinion on this issue. &lt;/p&gt;
&lt;p&gt; The announced  decision on the launch of the specialized top-level domain which theoretically  may embrace all “adult sites” has evoked a positive reaction from most registrants  and professionals. It was only representatives of the porno industry who turned  out to be against it because it will have an adverse effect on their business. “Today  one may bump into a porno site while browsing a completely neutral address in  any zone, - says Andrey Kolesnikov, the director of the Coordination Center  for ccTLD .RU, - but one of the fundamentals of the Internet is ‘don’t want –  don’t-watch’, and domain .XXX perfectly proves this statement. If there is an organization  neither ready to launch such a sponsored domain and, moreover, it meets all the  respective requirements, neither the ICANN nor GAC simply may dump it. The  ICANN remains just a regulator of the processes. The Corporation’s functions  come down to receipt of an application and reviewing it for compliance, but it  may not at its own discretion decide which domains may appear in the Internet  and which may not. Delegation of the domain .XXX will regulate the cyberspace  and will make life easier for those regulators, registrants and users who do  not want to see porno in the Internet. Those against this domain and turning  their blind eye to the problem simply are hypocrites and obscurantists. There  was, is and will be sex in the Internet. &lt;/p&gt;</yandex:full-text>

Today China  (.&amp;#20013;&amp;#22269; – Simplified Chinese, &amp;#20013;&amp;#22283; – conventional  Chinese), Hong-Kong (.&amp;#39321;&amp;#28207;) and Taiwan  (.&amp;#21488;&amp;#28771;) have been delegated hieroglyph top-level domains.&lt;/p&gt;
&lt;p&gt; China has been  delegated two IDNs at once, as there coexist two hieroglyphic scripts in China:  traditional and simplified. The Chinese national registry &lt;a href=&quot;http://www.cnnic.net.cn/en/index/&quot;&gt;CNNIC&lt;/a&gt;  has to ensure name synchronization in two root  domains at once by applying administrative methods. 					<yandex:full-text>&lt;p&gt;On 21 and 22  June, participants in the 38ICANN International Meeting discussed issues of  balance of interests between the law enforcement agencies and registries and  registrars, as well as issues of safe Internet and combating crime in the  Internet.&lt;/p&gt;
&lt;p&gt; Discussion on  security issues allowed to conclude that problems facing Russian and global  Internet experts and government agencies are very much alike. For example, at  the ICANN Meeting the participants discussed issues of providers’ responsibility  with respect to whether registrars have to investigate cases of illicit use of  domain names and be held responsible for an abuse by means of registered domains.  A question has been raised whether a registrar must annul registration of domains  registered on individuals who have submitted false personal data. The level of  registrar’s responsibility for his partners’ operations and many other challenging  and ambiguous issues which worry the global Internet community has been  clarified.&lt;/p&gt;
&lt;p&gt; Following the  debate several priority directions have been selected. In particular, it was  decided to describe in detail the verification process the registrar applies to  the personal data which are submitted for domain registration and determine  certain operational pattern which the registrar should follow in the event  false data has been submitted. It has also been specified that in order to enhance  the efficiency of the combat against illicit activities, while requirements to  registrars and their partners (resellers) must be unified and the relations  between them should be more transparent along the entire domain resale chain. In  this connection the issue was raised that the registrar must be held fully  responsible for its partner (reseller’s) actions. However, at the same time,  the registrar’s rights should be expanded so that the registrar may annul  accreditation of his partners in the event of infringement of the Terms and  Conditions.&lt;/p&gt;
&lt;p&gt; The fact the  ICANN together with law enforcement agencies is engaged in ensuring safer  Internet is vital for the global Internet community and, in particular, for the  one in Russia. Today Russia  may not only generate proper mechanisms for interaction for combating  cybercrime but will be adopting international experience and share best  practices with the global Internet community. Russian problems are far from  been unique. They reside in the vein of the global trends and Russian Internet  experts has long discussed them. &lt;/p&gt;

&lt;p&gt; In his  welcoming address, Rod Beckstrom, President of ICANN, has emphasized an important  event in global Internet that is the successful launch of the first four IDNs,  including the Cyrillic one - ccTLD .ÐÔ.&lt;/p&gt;
&lt;p&gt;Mr. Beckstrom  has called ccTLD .RU one of the fastest growing top-level domains in Europe. This is small wonder: 3 million domain names are  going to be registered in the Russian top-level domain shortly and at the same  time annual growth rates remain at high level.  &lt;/p&gt;
&lt;p&gt; Andrey  Kolesnikov, Director of the Coordination   Center for ccTLD .RU,  congratulated countries to which IDNs in their primary languages have also been  delegated and stressed that “the ICANN is the largest Internet Corporation and  in spite of the rapid growth of the global Internet, it always remained  democratic and open for all stakeholders concerned. Today, governments and big-time  politics start playing a significant role in Internet governance. Even the opening  session of the meeting turned out to be somewhat formal this time. &lt;p&gt; The First Russian Internet Governance Forum (&lt;a href=&quot;http://russia2010.intgov.ru/&quot;&gt;RIGF-2010&lt;/a&gt;) which was co-sponsored  by the Coordination Center for ccTLD .RU and the RF Ministry of Telecom and Mass  Media and held on 13-14 May in Moscow Expocenter on Krasnaya Presna has  finished its work.&lt;/p&gt;
&lt;p&gt; The Russian Forum has become the first regional event of this sort held  not only in Russia but in Eastern Europe and the Forum’s ties to the IGF family  has played an important role. The framework of the IGF provides the platform  for a regular interaction between leading representatives of the Internet  community, governments and business community. The groundbreaking event held in  Russia has met expectations of the global community and boosted up Russia’s  profile as an Internet nation. The Forum was attended by 500-plus participants,  including over 100 foreign ones.&lt;/p&gt;
&lt;p&gt; While opening the Forum, Mr. Igor Schegolev, the RF Minister for Telecom  and Mass Media, compared the public need for the Internet with demand for air  and stressed that the combat for safer Internet is similar to the campaign for  clean air and it is vital. “Our country takes a proactive role in shaping the  global information environment,” said Mr. Schegolev. “In most countries,  including Russia, there emerged a unique Internet governance model whereby  governance is exercised by non-governmental organizations along with the  government’s contribution and with a due account of interests of business  community and at-large community’s interests,” reckoned the Minister.&lt;/p&gt;
&lt;p&gt; The opening of the Forum coincided in time with a paramount event in the  life of the RUnet. Rod Beckstrom, the President and Executive Director of ICANN,  who attended the Forum, officially announced the launchof the new Cyrillic  domain .ÐÔ and handed over to Mr. Andrey  Kolesnikov, the Director of the Coordination Center for ccTLD .RU, a plaque  certificate of the Administrator of the  new Russian domain. Thus, on 13 May 2010  Russia has entered a new era of development of its national domain space. &lt;/p&gt;
&lt;p&gt; The new national Russian domain .ÐÔ and its impact on  development of the global Internet and its evolution in Russia formed the tenor  of the event. Gen. Vladislav Sherstyuk, counselor to the Secretary of the RF  Security Council, trusts that the launch of the ccTLD .ÐÔ is “a milestone decision for Russia with far-reaching  positive effects.” Markus Kummer, the Executive Coordinator of the IGF Secretariat,  believes the functioning of the new Cyrillic  domain is a “sticking achievement for Russia”. &lt;/p&gt;
&lt;p&gt; The Forum has grown into a platform for dialogue: practically all  sessions have turned into a trilateral dialogue between representatives of  government, business community and civil society, with endless discussions in  the conference rooms and and on the sidelines. The Forum was attended by representatives  of the State Duma, Russian and foreign officials (the RF Minister of Telecom  and Mass Media, Mr. Igor Schegolev, US Assistant Secretary of Commerce on  Telecommunications and Information, Lawrence Strickling, Counselor to the  Secretary of the RF Security Council, Vladislav Sherstyuk), leading  representatives of the Internet community (the Coordination Center for ccTLD  .RU, ICANN, Mail.ru, Yandex) among others.&lt;/p&gt;
&lt;p&gt; Officials, businessmen, academics, technical specialists and representatives  of the NGO community had a chance to hear others and have their voice heard.  “Solution to the problem of the global Internet governance may be found in a dialogue  between the government, technical specialists, and  the civil society. The greater part of  decisions is taken just at the national, not international, level,” Markus  Kummer emphasized in his presentation at the closing plenary session “Think  globally, act nationally,” said he stressing significance of the Russian Internet  Governance Forum for Russia and the world.&lt;/p&gt;
&lt;p&gt; The honor to close the First Russian Internet Governance Forum was given  to two prominent Russian Internet experts - Messrs. Alexey Soldatov, Deputy  Minister of Telecom and Mass Media, and Mikhail Yakushev, Chairman of the  Council of the Coordination Center for ccTLD .RU. Mr. Yakushev argued that the  Forum organizers saw their mission in ensuring broader contacts. “We have  achieved it: those engaged in the Internet governance on the global scale and  those who deal with this kind of issues in Russia have got a chance to meet and  take a closer look at each other. We have also managed to find out more about  our foreign colleagues’ level of understanding of our problems.” He also vowed  that “Internet governance underscores participation of three groups of  stakeholders: government, business and civil society. Where any of these groups  is falling out of the dialogue decisions turn out to be flawed and ensuing bills  turn out to be flawed.” Mr. Alexey Soldatov added that it is necessary to apply  all ways for communication between community at large, business community and  government representatives on the issues of Internet governance and expressed  hope for furthering such a dialogue.&lt;/p&gt;

Technically, the National domain represents the symbol  combination “.xn--p1ai” and the majority of browsers are ready to operate  Cyrillic domain addresses. Mr. Rod Beckstrom, CEO  and President of the ICANN, announced this at the opening of the First Russian  Internet Governance Forum.    &lt;br /&gt;
  ANO “Coordination Center for ccTLD .RU” has officially become the  administrator of the new root domain.&lt;/p&gt;
&lt;p&gt; The Cyrillic ccTLD .ÐÔ project has been completed  by the Coordination Center for ccTLD .RU with a   vigorous participation of the RF Ministry for Telecom and Mass Media, as  well as with the personal support of the Russian President Dmitry Medvedev.  Interaction of major stakeholders, including government, the Internet community  and business, has once again demonstrated its efficiency in addressing the Internet  governance issues.&lt;br /&gt;
  The Application for the Cyrillic domain was submitted to the CANN on 16  November 2009. The application had been endorsed  and supported by the RF Ministry of Telecom  and Mass Media, the Russian Language Institute of the Russian Academy of  Sciences. and a number of non-government organizations.&lt;br /&gt;
  &lt;br /&gt;
  “We were looking forward to this moment and by all means it should be noted  that it is the result of team-work of the whole Internet community. Russia,  together with some other nations, has become a pioneer in receiving a non-Latin  top-level domain, and the first country that has received a Cyrillic domain.  The Russian language and the Cyrillic script represent an integral part of life  not only of Russian citizens but of many Russian speaking  population all over the world. I have already  repeatedly noted that we speak, write, think and dream in Russian.” Andrey Kolesnikov,  Director of the Coordination Center for ccTLD .RU,  said as quoted&lt;/p&gt;
&lt;p&gt;Rod Beckstrom, CEO and the President of the ICANN has also emphasized the  critical importance of top-level domains in national languages: “ICANN is an  international corporation and Internet is a global network which should become  accessible to everyone. This is the best way to provide access to information  to the people. Introduction of non-Latin domains is the best opportunity for  everyone to become part of the global network. I am also glad that Russia  turned out to be one of the first countries striving to obtain a non- Latin  top-level domain. Russia’s voice is heard distinctly throughout the Internet  and ICANN will only benefit from your country and its original culture’s  contribution.  &lt;br /&gt;
  From 12 through 16 September 2010 the priority registration of  second-level domain names for exclusive holderscof  trademarks and service trademarks will  continue in ccTLD .ÐÔ. From 15 July  through 16 September 2010 second-level domain names in ccTLD .ÐÔ will be allocated for exclusive holders  of rights on brand names, appellations of  origin, not-for-profit organizations and mass media.&lt;br /&gt;

					<yandex:full-text>&lt;p&gt;On 15 April 2010 the registry of ccTLD &lt;strong&gt;.RU&lt;/strong&gt; has been transferred to a completely new system of  registration. It was just shortly before the move that ccTLD &lt;strong&gt;.SU&lt;/strong&gt; was transferred to the same system  of registration. From its onset ccTLD &lt;strong&gt;.ÐÔ&lt;/strong&gt; started functioning already in the new system of registration&lt;strong&gt;. &lt;/strong&gt;The transfer  of ccTLD .RU to the new system of registration required a individual special  preparation, because the quantity of domain names therein has already outnumbered&lt;strong&gt; 2.7 million.&lt;/strong&gt; &lt;/p&gt;
&lt;p&gt; Notwithstanding that and the fact that ccTLD &lt;strong&gt;.RU&lt;/strong&gt; is already 16-plus year old, the market has not by far been saturated,  and the 2010 growth rate has remained at the 2009 level (35-37%) – a phenomenal  pace, as far as European and other overseas TLDs are concerned.&lt;/p&gt;
&lt;p&gt; The new registration system is more up-to-date from the perspective of both  its architecture and disaster-proof features. It provides for a possibility for  backup in various regions of Russia. The server capacity has also been  increased.&lt;br /&gt;
  The new system of registration is designed for &lt;strong&gt;EPP&lt;/strong&gt; protocol. It also compatible with CEP protocol, DRTP and CEP  transport, with SMTP (ESMTP) transport.&lt;/p&gt;
&lt;p&gt; The new system of registration represents a unique designer product. It  has been granted certificate of state registration program for computer systems  ¹ 2010611644. The certificate was issued by the Federal service for  intellectual property, patents and trade marks  and entered in the registry for computer  programs on 1 March 2010, and The Coordination Center for ccTLD .RU holds the  respective rights.&lt;/p&gt;
&lt;p&gt; Overall, the new system of registration will be much faster and more  stable, as well as capable of prompt processing of the constantly increasing  expansion of Russian national top-level domains (&lt;strong&gt;.RU&lt;/strong&gt; and &lt;strong&gt;.&lt;/strong&gt;&lt;strong&gt;ÐÔ&lt;/strong&gt;).&lt;/p&gt;</yandex:full-text>

As many as 5,750 (22.85%)  out of a total of nearly 25,000 respondents  gave a positive answer to the question “Are you going to register domain name  in zone .&lt;/strong&gt;&lt;strong&gt;ÐÔ&lt;/strong&gt;&lt;strong&gt;?”&lt;/strong&gt; &lt;br /&gt;
    &lt;br /&gt;
  Respondents were offered three closed questions: &lt;/p&gt;
&lt;ol&gt;
  &lt;li&gt;Are you going to register a domain name in zone .ÐÔ?&lt;/li&gt;
  &lt;li&gt;What do you need a Cyrillic domain for?&lt;/li&gt;
  &lt;li&gt;Have you got domain name (s) in ccTLD .RU?&lt;/li&gt;
&lt;/ol&gt;
&lt;p&gt;It is worth noting that a third of respondents (30%) already have gotten  a minimum of one registered domain name in ccTLD .RU.&lt;/p&gt;
&lt;p&gt; Survey findings once again proved there is a keen interest in the new Cyrillic  domain and a willingness to complement domain names in ccTLD .RU with those in  ccTLD .ÐÔ.&lt;/p&gt;
&lt;p&gt; An extra question aimed at justifying wish to have a domain name in  ccTLD &lt;strong&gt;.&lt;/strong&gt;&lt;strong&gt;ÐÔ&lt;/strong&gt; has shown that just  40% of respondents have a clear idea about the purpose of the new domain name  registration. A substantial fraction of respondents (16.1%) will register  domain name in zone &lt;strong&gt;.&lt;/strong&gt;&lt;strong&gt;ÐÔ&lt;/strong&gt; in order to create a new site.  The second most popular answer (14.19%) was “for rerouting to the already  existing site”. The remaining 60% remain undecided as yet.&lt;br /&gt;

&lt;p&gt;The concept of “Internet  governance” is an uncharted territory for most Russian Internet users.  Nevertheless, the issue of Internet regulation emerged in the late 20th century  and was a hot potato even at the very onset. Today, it is understood as the  development and application by Governments, the private sector and civil  society, in their respective roles, of shared principles, norms, rules,  decision-making procedures, and programs that shape the evolution and use of  the Internet. Internet governance both in global and national and regional terms  suggests contribution of all the noted parties, since each of them has its own  professional views and approaches to this sphere. Specialists in the field of  telecommunications center on development of the technological infrastructure, software  engineers focus on development of various types of standards, scripts and applications,  while communication specialists’ schwerpunkt is simplification of information  exchange. Policy makers accentuate the gravity of issues of societal progress boosted  by the Internet development and such challenges as the combat for a safer  Internet or protection of children therein.&lt;/p&gt;
&lt;p&gt;The purpose of  the Russian IGF is to unite all the stakeholders’ points of view and hold a  debate in a search of consensus between government agencies, professional  telecommunication and business community, and civil society on the future of  the Internet in Russia.  This IGF should serve as a starting point for fueling Russian representatives’  propensity for a vigorous engagement in the international organizations dealing  with the Internet governance.&lt;/p&gt;
&lt;p&gt;It is envisaged  that representatives of the RF government, executives of major Russian corporations,  telecom experts, renowned public figures and representatives of foreign  Internet organizations will take part in the RIGF, including representatives of  the Council of Europe, the European Commission, the ICANN, and the ITU, among  others.&lt;/p&gt;
&lt;p&gt;The organizers  are hopeful the Russian IGF will lay the foundation for a broad public discussion  on means and tools of Internet governance. The event will grow into a platform  for a dialogue between Russian and foreign organizations on Internet governance.  The RIGF agenda will provide for discussion on the following issues:&lt;/p&gt;

  The final document  of the World Summit on the Information Society which took place in Tunisia in 2005  contained detailed information on the issue of Internet governance. Decision on  the global Internet Governance Forum was taken at that summit. Internet  governance Forum was a compromise among staunch opponents to any modifications  in the Internet governance regime, which is based on ICANN’s principles and proponents  of an intergovernmental Internet governance regime. There have been already  four IGF meetings to date: in 2006 – in Athens,  in 2007 – in Rio-De-Janeiro, in 2008 – in Hyderabad  and in 2009 – in Sharm El Sheikh. The fifth annual IGF Meeting will be held in Vilnius in September 2010. &lt;/p&gt;
&lt;p&gt;Nowadays the  global IGF represents a new model of international discussion on the Internet  governance issues. This is a multilateral institution established on initiative  of the UN Secretary General. 					<yandex:full-text>&lt;p&gt;The Coordination Center  for TLD .RU submits to the Internet community its 2009 Annual Report for consideration.&lt;br /&gt;
  The report contains information which  positions the Coordination   Center as an open,  financially transparent and democratically run public national Internet organization.&lt;br /&gt;
In 2009 the Coordination Center  has solidified its position as manager of the national ccTLD .RU. The number of  second-level domain names is up by 37%. Russia’s ccTLD has been unbeatable  in terms of its growth rate vis-a-vis other national ccTLDs.&lt;/p&gt;
&lt;p&gt; The launch of the IDN ccTLD has undoubtedly  become a project of a paramount significance for the Coordination Center.  The Coordination Center continues its work on its organizational  and technological aspects. &lt;br /&gt;
  It is envisaged that at the first stage of the  priority registration with the deadline on 25 March 2010, as many as 10, 000  second-level domains will be registered on applications from Cyrillic  trademarks owners.&lt;br /&gt;
  By the end of March, the Coordination Center shall have also completed processing  incoming applications for reservation of second-level domain names in ccTLD .ÐÔ for the government needs. &lt;br /&gt;
  In 2009 the Coordination Center  participated in a number of key industry events aimed at development of the  Internet in Russia  and supported a whole lot of social initiatives, and became an active  participant of the Year of Safer Internet, under the aegis of which it hosted  several roundtables and ran on safer Internet for the younger generation.&lt;br /&gt;
  The CC’s Annual Report contains  both complete information on financial statements and comprehensive statistical  data on domain names registration in ccTLD .RU. These data undoubtedly evidence  that the CC’s plans for 2009 have been successfully accomplished. &lt;/p&gt;
&lt;p&gt; The CC’s 2010 core mission remains  a successful completion of the launch of the IDN ccTLD and the inception of an  open registration of Cyrillic second-level domains for everybody. At the same  time, the Coordination Center is committed to further vigorously contribute  to the development of the domain space in Russia. The lion’s share of the Coordination Center’s initiatives will focus on  bolstering its international activity. The year of 2009 saw serious steps were  made in this direction. New node put into  operation in partnership with &lt;a href=&quot;http://www.msk-ix.ru/&quot;&gt;MSK-IX&lt;/a&gt;. This node will  cover domains in zones .RU, .SU and .ÐÔ. New DNS-node will make handling DNS  requests coming from users of North America faster.&lt;/p&gt;
&lt;p&gt; Connectivity to US networks will be provided by  connection to NYIIX traffic exchange point in New York and to IP port of the  global carrier &lt;a href=&quot;http://www.tatacommunications.com/about/offices.asp&quot;&gt;Tata Communications&lt;/a&gt;. Network access circuits are also provided by  Tata Communications. The same company is providing Managed Security Services to  protect the node against DDoS attacks.&lt;/p&gt;
&lt;p&gt;During first days of operation the new node took  about 20% of total load of DNS-network of national top level domains of Russia.  DNS-network now consists of 10 nodes located in 7 federal districts of Russia,  and also in Europe and America.&lt;/p&gt;
&lt;p&gt;Use of IP-anycast technology, Internet users’  requests to domain names are handled by nearest DNS-node using shortest network  routes with fastest response time. Besides this, IP-anycast technology ensures  interchangeability of DNS-nodes and improves stability of DNS services against  network attacks and outages in Internet networks. Maintenance and  twenty-four-hour monitoring is provided by MSK-IX specialists.&lt;/p&gt;

					<yandex:full-text>&lt;p&gt;On 9 February 2010 the inauguration  Forum on Safe Internet was held in Moscow.  The RF Ministry of Telecom and Mass Communications and the Organizing Committee  of the Year of Safe Internet became its organizers. The Coordination Center  for TLD .RU was the official partner of the Forum. &lt;/p&gt;
&lt;p&gt; In February 2009, a number of non-government  and business organizations, including the Coordination  Center for TLD .RU decided holding the  Year of Safe Internet in Russia.  Its initiators and organizers have set a goal to unite efforts of the whole  society, rather than individual organizations to protect children from the  risks posed by the cyberspace. The Forum demonstrated the efforts were united  indeed, and already today the work is underway on interaction between non-government  and commercial organizations in support of a safe digital environment wherein  children and teenagers can feel safe. &lt;/p&gt;
&lt;p&gt; In his presentation at the  Forum, Andrey Kolesnikov, director of the Coordination Center  for TLD .RU, emphasized that the Internet is a family of channels, protocols and  data saving and processing systems whose content is supplied by its users.  “Today, the Internet has become a mirror to our society – the Russian and  global ones. Some are inclined to consider it an image-distorting mirror.  However, it most likely reflects advantages and emphasizes drawbacks of what we  face in our everyday life.” &lt;/p&gt;
&lt;p&gt; “The Year of Safe Internet has demonstrated  that it is impossible to fight negative content in the Internet only by  technical means, only by way of legislation, and as everyone for himself. It is  impossible to exterminate criminal content in the Web, just as it is impossible  to do offline. However, it is plausible to substantially minimize influence of  the negative content on children, providing we act together,” wrapped up Andrey  Kolesnikov. ‘The Coordination   Center has signed the Declaration  “For Safety of Children and the Young in the Internet.’ Now it is the society,  government and the Internet industry’s turn to make concrete steps on minimizing  the influence of the negative content on children and youth.” &lt;/p&gt;
&lt;p&gt; «At the Forum a roundtable  “Development of mechanisms for the professional Internet community interaction  aimed at protection of the younger generation from the Internet threats” was  held. Its organizers and moderators were Julia Ovchinnikova, member of the Council  of the Coordination   Center for TLD .RU and  co-chair of the Program committee of the Year of Safe Internet, and Alexander Panov,  managing partner of Hosting Community. At the roundtable, its participants  discussed a draft Agreement of Russian hosting providers on promotion of safety  for the minor Internet users from unlawful actions. The Agreement became the  result of activities by the ad-hoc group known as “OFISP 2.0”, whish had been  established by the Coordination Center for TLD .RU within the framework of the  Year of Safe  Internet. The Group united  leading lawyers, Internet community representatives, domain registrars,  Internet providers and reps from the Ministry of Interior. &lt;/p&gt;
&lt;p&gt; The roundtable participants stressed  the importance of, and of the need in such an Agreement. Leading telecom operators  have already taken the path of protecting the minors’ interests on the Internet  and the Agreement will give a further boost to coordination of major Internet participants’  operations in this area. In particular, in his presentation “Providing for  safety of the Internet users as a part of an operator’s social responsibility” Andrey  Alexeev, director of the department  for service  networks of “Komstar-OTC” asserted that many provisions included in the  Agreement had already been present in the operator’s Contract Offer.  &lt;br /&gt;
  Mr. Yaroslav Bykhovsky, development  director of the program “1 student – 1 computer” of the Intel Corporation in  Russia/CIS maintained that the Intel Corporation introduces the Internet to the  younger generation by providing students with free laptops.&lt;/p&gt;
&lt;p&gt; Mikhail Kondrashin, director general  of ZAO “APL” Company presented a model of a threat to the minor Internet users.  “We should not reduce child’s protection in the Internet merely to a fencing  him off from the undesirable information,” noted Mr. Kondrashin. “Our goal is  to train a child not to relay excessive information in the Internet.” &lt;/p&gt;
&lt;p&gt; Alexander Panov, the roundtable moderator,  spoke in detail about the work on the Agreement and what had been behind its  rise. “No matter how much protective technologies improve, there will always be  those who will manage to bypass these network filters and shields. That is why,  even in the early 2000s the Open Forum ISPs developed a social document on combating  spam which subsequently was introduced in contract offers by the majority of  service providers. Today, we want to replicate this experience and create  similar sectoral regulations which will help protecting the younger generation  from the threats in the Internet,” said Mr. Panov.&lt;/p&gt;
&lt;p&gt; Summarizing on the discussion,  Julia Ovchinnikova noted that the work on the Agreement is continuing and all  concerned individuals and organizations are invited to partake in the discussion.  “I’m happy the first discussion of the Agreement has stirred such interest.  Many questions have arisen for professional analysis and together we will find  answers to them. We are developing a document whose provisions, as we hope, all  hosting providers would like to employ in their contracts. The Year of Safe Internet  is ending. &lt;p&gt;Leading Internet experts &lt;strong&gt;Andrey Kolesnikov&lt;/strong&gt;, Director of the  Coordination Center for TLD .RU, &lt;strong&gt;Alexey  Koroluyk&lt;/strong&gt;, member of an ad-hoc group on development of the domain name  registration procedures in the Cyrillic ccTLD .ÐÔ and  General Director of REG.RU Company, &lt;strong&gt;Alexander  Levashov&lt;/strong&gt;, Director of CNews portal, &lt;strong&gt;Gizbert  Mrozek&lt;/strong&gt;, Editor-in-Chief of www.aktuell.ru / &lt;a href=&quot;http://www.moskau.ru/&quot;&gt;www.moskau.ru&lt;/a&gt;,  and &lt;strong&gt;Ilia Alexeev&lt;/strong&gt;, Development Director,  “Comandir.taxi” Company went online to answer  the Internet audience’s questions.  &lt;/p&gt;
&lt;p&gt;    &lt;strong&gt;Andrey Kolesnikov&lt;/strong&gt; briefed on first results of the priority  reservation in ccTLD .ÐÔ, has made  public dates when TLD .ÐÔ would be put in service and answered the Internet  users’ questions on second-level domain names registration in TLD .ÐÔ.&lt;/p&gt;
&lt;p&gt; “Our application for registration  of the Cyrillic ccTLD .ÐÔ has been accepted by the ICANN,” said Mr. Kolesnikov,  “which means that now we have to pass only technical procedure of domain  delegation at the IANA. We do not set a deadline for this procedure – it is up  to IANA. However, usually putting a domain on the root servers takes several  months. In other words, we expect that TLD .ÐÔ will be delegated to Russia  as early as March - early April 2010.”&lt;br /&gt;
The audience raised questions  about an alleged second-level domain name “ãàðàíò-ïàðê-òåëåêîì.ðô” functioning in the test mode. The users came to believe TLD .ðô had started operating. As Mr. Kolesnikov explained, “the  domain has started operating only in the test mode. Practically, TLD .ðô does not exist as yet. How can second-level domains fully function in  it? It is expected that the test mode will last through the delegation of TLD .ðô. That is to say, in order to be able to see domain ãàðàíò-ïàðê-òåëåêîì.ðô, one has to manually adjust his/her DNS-server.” &lt;/p&gt;
&lt;p&gt; Yet again there have been  questions regarding users’ keenness about the Cyrillic country code domain. Mr.  Kolesnikov noted, “Time will decide. I can not say for sure whether TLD .ðô is bound for popularity. But I think it will be. It is  connected with peculiarities of our language. We have learnt to speak, read and  write in Russian. We think in Russian. That’s the basic framework.” &lt;/p&gt;
&lt;p&gt; As a  member of the ad-hoc group on the development of the domain name registration  procedures in TLD .ðô, &lt;strong&gt;Alexey Koroluyk&lt;/strong&gt; answered  questions regarding domain name registration in TLD .ðô.&lt;/p&gt;
&lt;p&gt; He clarified all controversies  around the priority reservation in the new TLD and elaborated on the  registration procedures therein. “Development of the registration Terms and  Conditions is a milestone, and we tackled the problem with a great deal of  responsibility”, said Mr. Koroluyk. “Procedures have turned out to be really  impressive. They have been developed by a team of pros, repeatedly discussed  with state officials and the Internet community and approved by the CC’s  Council.” As for the envisaged demand for the new IDN-TLD, Mr. Koroluyk noted,  “Already today, 2 thousand-plus new domain names in TLD .RU have got the RF key  in their names. This fact signifies that the future .ÐÔ zone even now has .RU projection, which directly references to the  future demand.” &lt;/p&gt;
&lt;p&gt; During the final stage of the  Internet conference the REG.RU staff arranged an online consultation on TLD .ðô, and the Internet users could ask any specific question on the subject,  including how, where, and when it will be possible to register a given domain,  whether it complies requirements with the Cyrillic domains, among others. &lt;/p&gt;
